ITS Logistics, a subsidiary of Echo Global Logistics, published its May outlook in the ITS Logistics Port/Rail Ramp Freight Index. The report indicates heightened conditions in the Atlantic and Gulf port zones, alongside difficulties with outbound capacity and container handling at major West Coast terminals.

Strait of Hormuz Disruptions Reshape Trade Flows

The prolonged shutdown of the Strait of Hormuz is elevating fuel expenses, interrupting ocean carrier schedules, and bringing energy exports back to domestic shores. This situation merges worldwide supply chain unpredictability with local transport hurdles, resulting in one of the most operationally unstable freight climates seen in years. Paul Brashier, Vice President of Global Supply Chain at ITS Logistics, stated that the Strait of Hormuz closure keeps interfering with ocean carrier networks and causing spikes in container shipping rates. Ports on the East and Gulf Coasts are witnessing greater activity as they manage extra export volumes from goods that were once sourced in the Middle East.

With Middle Eastern supply limited, the United States has stepped in as a backup supplier for global oil output, driving record export levels along the Gulf Coast. Bloomberg reports that U.S. petroleum product exports hit a weekly high of 8.2 million barrels per day in early May. The Port of Corpus Christi experienced its strongest first quarter ever, with oil exports climbing 30% since February.

Although energy exports are boosting trade, the Strait of Hormuz closure is creating extensive repercussions as ocean carriers must alter their routes and absorb multiple price increases. Spot rates on transpacific routes have risen 22% since early April, while trans-Atlantic services from Northern Europe to the East Coast have jumped 46%. Ocean carriers are now competing for scarce alternative pathways: PBS noted that heightened Panama Canal traffic has sparked bidding contests for last-minute transit slots, with auction prices reaching millions of dollars.

Container Import Trends and Port Performance

According to Descartes, total U.S. containerized imports for April stood at 2,277,965 twenty-foot equivalent units (TEUs), a 3.2% drop from March and a slight year-over-year decline. This month-over-month decrease deviates from the usual spring pattern, with West Coast ports experiencing most of the weakness as Chinese imports fell and transpacific rates increased. The Port of Los Angeles stood out, achieving its second-best April on record. Brashier remarked that the Port of Los Angeles’s strong performance this month might stem from ocean carriers increasing blank sailings and focusing import activity on a single West Coast gateway to manage rising expenses.

Fuel Costs and Capacity Pressures

Inland, the fuel price shock is worsening existing capacity constraints. The average retail diesel price hit $5.639 per gallon as of May 11, an increase of nearly 29 cents since late April, marking one of the steepest short-term rises in recent memory. May 12 also saw the start of the Commercial Vehicle Safety Alliance’s annual International Roadcheck, adding more enforcement on highways. The first day of the 2026 inspection period resulted in 1,580 checks, with an out-of-service rate of 31.4% for inspected vehicles. Carriers taken out of service, along with those staying off the roads during the heightened enforcement, are tightening capacity and pushing rates upward. FTR Transportation Intelligence indicated that spot market rates neared all-time highs during the week of May 8, fueled by fuel cost pass-through and shrinking capacity, with prices expected to stay elevated through this week.

The cost gap between transport modes has grown large enough to trigger strategic changes. The Journal of Commerce reports that increasing diesel prices are leading some shippers to shift drayage operations and long-haul truckload movements to rail. Brashier said ITS Logistics will track how trucking cost increases affect intermodal rail demand, adding that as shippers switch from trucking to rail to escape higher fuel expenses, congestion at inland rail ramps could create problems for key entry points for many ocean containers in North America.
